We’re tracking the latest 2023 NFL Draft order throughout the offseason. Until a trade happens, the latest draft order for 2023 is based on trades that were made in past years and the final 2022 NFL standings.
Let’s take a look at which team has the most picks in the 2023 NFL Draft throughout all seven rounds before focusing on Round 1. This is expected to be a drama-filled event as QB-needy teams vie to land one of the top quarterbacks in the class, RB-needy teams set their sights on Bijan Robinson, and so on.
Which Team Has the Most Picks in the 2023 NFL Draft?
The Houston Texans and Las Vegas Raiders have 12 picks in the 2023 NFL Draft, leading the NFL. Houston has each of its own picks in Rounds 1 through 4, plus the Cleveland Browns’ first- and third-round picks from the Deshaun Watson trade last year. Houston also added sixth- and seventh-round picks via trades with the San Francisco 49ers, New York Giants, Minnesota Vikings, Seattle Seahawks, and New Orleans Saints.
However, a salary cap reporting violation regarding Watson forced them to forfeit their fifth-round draft pick. The Texans ended up adding the Cowboys’ fifth-rounder by relinquishing Brandin Cooks.
Houston also picked up a seventh-round compensatory pick — the final selection of the draft. As a result, one year after the 49ers picked “Mr. Irrelevant” Brock Purdy with the final pick, the Texans will have a shot at striking gold where teams least expect it.

Meanwhile, the Raiders are similarly stacked, possessing their own pick in each of the first five rounds. Additionally, they secured a third-round compensatory pick from the Giants via the Chiefs after sending Darren Waller to New York. The Raiders also made a savvy move last year, giving up Bryan Edwards and a conditional 2023 seventh-round pick in exchange for Atlanta’s 2023 fifth-round pick.
Three other deals yielded Vegas an extra sixth-rounder and two seventh-rounders. Additionally, they tacked on a fifth-round compensatory selection.
Meanwhile, the Miami Dolphins have the fewest picks in the 2023 NFL Draft, with only four selections. They might have had five. We’ll get to that in a few moments.
Who Has the Most Picks in Round 1?
Four teams will enter Round 1 of the 2023 NFL Draft with two selections: Houston, the Seattle Seahawks, the Detroit Lions, and the Philadelphia Eagles. Let’s take a look at each team’s two picks and how they acquired them.
Houston Texans
The Texans have their own pick (second overall) and the Browns’ 12th overall pick in the 2023 NFL Draft. The Browns traded first-round picks in 2022 (13th overall), 2023 (12th overall), and 2024, along with a 2023 third-round pick (74th overall) and a 2024 fourth-round pick to the Texans for Watson in March 2022.
Seattle Seahawks
Seattle boldly traded quarterback Russell Wilson to Denver in 2022, netting the Broncos’ first (No. 9 overall) and second-round picks (No. 40 overall) in 2022, and 2023 first (No. 5) and second-rounders (No. 38), as well as three players. The Seahawks also have their own pick, which is 20th overall.
Detroit Lions
Another team that is still reaping the rewards from trading its veteran quarterback is the Lions.
Detroit acquired quarterback Jared Goff, a 2021 third-round pick, a 2022 first-round pick (No. 32), and a 2023 first-round pick (No. 6) from the Los Angeles Rams for Matthew Stafford in January 2021. Detroit also has their own pick, No. 18 overall, in the first round.
Philadelphia Eagles
The Eagles, fresh off a close Super Bowl loss, will have the chance to use two first-round picks to get better. The Saints traded their 2023 first (10th overall), a 2024 second-round pick, and the 18th, 101st, and 237th selections in the 2022 NFL Draft to Philadelphia for the 16th, 19th, and 194th overall picks in the 2022 NFL Draft.

New Orleans eventually traded up again for wide receiver Chris Olave. The Eagles also have their own first-round pick, which is 30th overall.
Complete Round 1 Draft Order
There are usually 32 first-round picks in the NFL Draft, but the Dolphins forfeited their 2023 first-round pick (which would have been No. 21 overall) after the NFL found they violated the league’s anti-tampering policy.
Miami was accused of communicating with quarterback Tom Brady and head coach Sean Payton’s agent, Don Yee, when both were under contract with other franchises.
