What Can We Expect To See From the London and Prime-Time NFL Officiating Crews in Week 8?

There is good news this weekend in terms of potentially seeing relatively flag-free football. All three of the crews in those three standalone games are among the bottom five in terms of penalties this year.

Starting on Sunday morning with the London game, Hill’s crew is averaging just 12.33 penalties per game so far this year. They have thrown a total of 80 flags, with 12 of them having been dismissed. Where they have been harsh this year is on the offense.

The crew has an average of four penalties per game for either offensive holding or false starts. There is a further eight penalties across the season for delay-of-game penalties. Their three most heavily penalized fouls are all on the offense.

There is some potentially good news for the Broncos in this game. Hill’s crew has awarded 40 penalties to road teams, compared to just 28 for home squads. While there could be a slight Jacksonville bias in the crowd this year, it is essentially a neutral-site game, which could see the flags balance up.

On Sunday Night Football, Torbert’s crew is averaging 12 penalties per game, with nine flags dismissed on the season. There has been an average of five penalties per game between false starts and offensive-holding penalties. Meanwhile, defensive pass interference and defensive-holding penalties account for just 2.33 penalties per game on average.

Packers fans can take some solace from the fact that Torbert’s crew has been reasonably balanced in their penalty count. If anything, they marginally favor the road team. Torbert’s group has 39 penalties against the home team compared to 33 against road teams.

Monday Night Football could be the best of the lot in terms of a low penalty count. Vinovich’s crew has just 45 penalties at an average of 7.5 per game this season. They have had a further 13 flags either decline or offset this year. More than half of those penalties per game are on the offense. Offensive holding, false start, delay of game, offensive pass interference, and illegal formation penalties total 27 of the 45.

Overall, Vinovich’s crew appears to have slightly favored home teams this year. They average 3.17 penalties per game on the home team, compared to 4.33 penalties on average to road teams.

However, outside of Week 7, they have been reasonably balanced. Last week, Vinovich’s crew threw 11 flags on the road team (Jets) compared to four on the home team (Broncos). That seven-flag differential accounts for the entire difference between home and road penalties this year.
