Which officiating crew has thrown the most penalty flags in the first four weeks?

No officiating crew has thrown more flags through the first four weeks than Scott Novak’s group with 73. At an average of 18.3 flags per game, they are more than one flag per game higher than the second-place crew. However, Novak’s team has seen their flag count reduce from 27 in Week 1 to 11 in Week 4.

The other crews that make up the top five include Shawn Hochuli, Land Clark, Adrian Hill, and Alex Kemp. With the Week 5 NFL referee assignment putting Clark in charge of Monday Night Football, we could see a lot of flags in the final prime-time game of the week.

In contrast, the crew that has thrown the fewest flags per game is Brad Allen’s. With just 35 flags across their three games, Allen’s team has an average of 11.7 flags per game. The Week 5 assignment has Allen as the ref of the Browns at Chargers game.

The next fewest flags belong to Shawn Smith, Bill Vinovich, Clay Martin, and Ron Torbert’s crew.
