What Can We Expect To See From the Primetime NFL Officiating Crews in Week 10?
There is a chance we could see plenty of penalties called between the Sunday and Monday Night Football games. Shawn Smith’s crew is slightly below average when it comes to penalties this year, with an average of 12 per game.
Only one other crew has a bigger home-road difference than the 16-penalty difference for Smith’s crew. They have penalized road teams 56 times to 40 for home teams. That is a difference between five and seven penalties per game for home and road teams, respectively.
Of their 96 penalties, 38 have been called for either a false start or offensive holding. No other individual penalty has been called more than eight times by this crew. Their mark of 2.63 false start penalties per game is the fifth-highest number among all crews this year. Meanwhile, their mark of 2.13 offensive holding penalties is far closer to the league average.

With an average of 13.25 flags per game, Kemp’s crew has the third-most in the league this year. They are marginally more favorable to home teams, but only by two penalties across the first eight weeks.
Kemp’s crew is reasonably balanced in that they average five penalties per game across false starts and offensive holdings. However, no crew has more penalties for defensive offsides than Kemp and his crew. Their mark of 1.5 penalties per game is double the next-highest crew for that particular penalty. Meanwhile, with 1.25 penalties per game for defensive holding, they are tied for the second most on that call.
